Briefing for the meeting with Gary Locke (by Ning Wang)

12 Chinese and American Youth have gathered at the "secret room" in the upper corner of Bella Center this afternoon to have a conversation with the United States secretariat of Commerce Mr. Gary Locke. Though having Chinese origin, Mr. Locke showed critical opinion upon Chinese Climate Policy. He insisted that "China should take more responsibility in carbon emission. In the future history textbook, China should take more responsibility in regardless of population if the climate change really occur." The representatives from China Youth COP15 delegation team can hardly agree with Mr. Locke's view. "Common but differentiate principle" should be followed at any time. China, as the leader of developing countries, should have the opportunity to coordinate their own development and emission reduction. The emission reduction obligation for those developed countries is a kind of responsibility and compensation for their exploitation of environment during industrialization not a kind of charitable donation. We are sort of disappointed with the attitude of US official, we do hope more effective progress could be made in next week's negotiation.
